Compare incarceration rates to crime rates over 5 decades Is the system used working or?

The incarceration rates skyrocketed when we began handing down multi-year prison sentences to non-violent drug offenders. We also spend billions housing these people. I don't know the statistics, but I would imagine crime rates have remained relatively steady while incarceration rates keep going up. The system is definitely NOT working for anybody who doesn't own stock in a private prison.
