Do virginia inmates have to purchase their own soap, toothpaste etc?

I have a new pen pal in fluvanna correctional center for women and she says she has to buy her own stuff like that, even tampons. Is this true? I can't find any information about this on virginia department of corrections website. I just don't want to get hustled for money but Im afraid of insulting her if ask for proof.
