How often are people in jail more than once?

I'm wondering if jail actually fix up people or just contain them so that they don't commit a crime for a while. I was looking for how many people have been to jail multiple times as compared to the number of people who have only been to jail once. Wouldn't this be the line between a correctional and a punishment system, a torture house and a tool of vengeance?
