What does reception mean in inmate terms?

My friend went to Chautauqua County Jail on April 21, 2011. He was there for a two weeks, then transferred to Wende Correctional Facility for two nights and now he's in Elmira. I looked up information and it says that an inmate in reception cannot have visits for two weeks or get packages and cannot make phone calls. And I've tried to look up a definition for reception in jail terms and I can't get one. So, I was wondering if anyone would have any idea if he would be considered a reception inmate or part of the general population?
